RE: TransGas Limited – Flare Notification NW 06-23-18 W2M
Please be advised that TransGas Limited (TransGas), a wholly owned subsidiary of SaskEnergy Incorporated, is planning to complete a scheduled flare at the above location. The flare is in conjunction with upcoming maintenance work taking place in the area.
The flare will be conducted on Tuesday, October 2nd through Sunday, October 6th at the existing TransGas block valve site at the above location, which is located within the RM of Cupar and north of Highway #22, approximately 1 kilometer southwest of the Town of Southey. While the infrastructure is isolated from the rest of the system, flaring is required to remove the remaining gas prior to work commencing. Flaring is an industry standard procedure when natural gas needs to be released from a gas line and reduces the carbon footprint of the vented natural gas by 85 per cent. The proposed schedule is from 8:00am to 5:00pm on each of the above dates, which are subject to change based on operating requirements. Please note there will be no interruptions to existing residential gas services during these activities.
Scheduled work on our facilities and infrastructure supports the safe and reliable delivery of natural gas to all customers. All proposed work is being conducted in accordance with industry best practices and complies with associated provincial regulations.

Public Notice – R.M. of Cupar No. 218
Public notice is hereby given that the Council of the R.M. of Cupar No. 218 intends to adopt a bylaw under The Planning and Development Act, 2007 to amend Bylaw No. 2/04, known as the Zoning Bylaw.
Bylaw No. 2024-03
Intent: The proposed bylaw will:
- Require proof of provincial approval for the installation of water and sanitary services from applicants and provide such approved applications to provincial officials upon request;
- Clarify the validity of building permits in relation to the issuance of development permits;
- Update advertising requirements for discretionary uses to align to The Planning & Development Act;
- Update development application fees;
- Remove regulations for the number of principal buildings or uses on a site;
- Update and simplify regulations for home based businesses;
- Remove maximum allowable cabins permitted as part of a vacation farm operation;
- Allow for group camping as part of a campground development;
- Update the regulations for farmsteads and residential sites in the Agricultural District to allow the first farmstead site per quarter section, regardless of size, as a permitted use and additional farmstead or residential sites per quarter section as a discretionary use;
- Update listing of discretionary uses in the Agricultural District to include liquor stores, bakeries and daycares;
- Update setback requirements in the Agricultural District to identify conditions in which a setback reduction may be allowed;
- Remove restrictions of the keeping of animals on residential sites in the Agricultural District;
- Update the regulations for the keeping of animals in the Residential District to allow a specified number of small livestock animals and domestic pets per site;
- Update locational requirements for residential subdivisions in the Residential District to allow subdivisions to be located adjacent to existing or proposed transportation corridors;
- Update locational requirements in the Highway Commercial and Industrial District to allow subdivisions to locate in proximity to Highway 6 or Highway 22;
- Update and clarify the definitions for accessory use, act, applicant, bed and breakfast home, highway sign corridor, public road, and rural municipal administrator;
- Correct numbering throughout the Zoning Bylaw.
Affected Land: Unless specifically stated above to apply to a zoning district, the proposed amendments are of general application and may apply throughout the R.M. of Cupar.
Reason: The reason for the proposed amendments is to update and simplify regulations, provide clarifications to regulations and support the effective administration of the Zoning Bylaw.
Bylaw No. 2024-02
Intent: The proposed bylaw will update the maximum number of subdivisions permitted in Agricultural Areas to a maximum of 3 titled parcels per quarter section or equivalent.
Affected Land: The proposed amendment will affect agricultural areas within the R.M. of Cupar.
Reason: The reason for the proposed amendment is to increase the number of subdivisions allowed in agricultural areas and align the Basic Planning Statement to the proposed Zoning Bylaw amendment.
Public Inspection: Any person may inspect the proposed bylaw at the R.M. of Cupar office located at 113 Lansdowne St. in the Town of Cupar during regular office hours. Copies are available at cost.
Public Hearing: Council will hold a public hearing on Wednesday, August 7th at 10:00 a.m. The public hearing will be held at the R.M. of Cupar office located at 113 Lansdowne St. in the Town of Cupar. Any person or group that wants to comment on the proposed bylaws is welcome to attend or to deliver written comments to the undersigned prior to the meeting. Council will consider all comments received.
